Rules

A clinic website in Türkiye: one site or two?

Patients in Türkiye may be informed, not advertised to; a health-tourism authorisation allows promotion abroad on a separate site. Where the line sits.

A website that people in Türkiye can see may inform them; it may not advertise to them. Promotion to foreign patients is open to facilities holding the international health-tourism authorisation, and then on a separate website directed at audiences abroad. So the practical answer is short: one site for patients in Türkiye, and, for an authorised facility, a second site for foreign patients, each linking plainly to the other.

Key points

  • Any site people in Türkiye can see follows the domestic rules: no fees, discounts, campaigns, patient thank-yous or claims of superiority.
  • Promotion abroad belongs to facilities with the authorisation certificate, on a separate site, in languages other than Turkish.
  • Mixing both on one domain puts everything under the domestic rules.
  • Every site carries the last-update date, an editor contact and the Law 5651 contact block; an authorised facility shows its certificate and the HealthTürkiye logo.

What a site for patients in Türkiye may say

Article 24 of Law 1219 lets physicians announce where they see patients, their hours and their specialty, and bars other announcements and advertising. A paragraph added to Law 3359 in 2025 limits a private facility’s promotion to its address and contact details, working days and hours, the specialties it accepts patients in, its staff’s professional and academic titles, and information that protects and improves health.

The regulation on promotion and information in health services of 12 November 2025 applies that limit to the website. Article 5 bans covert and open advertising; fee, discount, campaign and promotion information may not appear; patients’ thank-you and satisfaction statements may not be used as advertising; content suggesting superiority over others is barred; sponsored placement is closed except in narrow cases such as a facility’s first month.

Before-and-after images are not banned outright but sit under Article 7: the patient’s written or electronic explicit consent, the same setting and technical conditions, both dates stated, no editing after capture, and on every image a legible notice that results differ from person to person and a detailed opinion from the physician is advised first.

Within that frame a treatment page can still be written. A treatment page patients understand says who it is for, what happens and what recovery involves, and promises nothing: information rather than persuasion.

Two things every page must carry

The regulation asks the website to state when its information was last updated and how to reach the site’s editor. Alongside it, the regulation under Law 5651 requires every commercial content provider to keep, under a contact heading reachable directly from the home page: a real person’s name and surname, or a legal person’s title, responsible persons and tax or trade registry number; the residence or registered seat; an email address and telephone number; the supervising authority where the service is subject to a permit or supervision; and the hosting provider’s details. For a health facility the supervising authority is the Ministry of Health and the provincial health directorate. That block is the Türkiye-specific item in what a private practice website needs.

Who may promote to foreign patients

The regulation on international health tourism of 26 April 2025 ties the activity to facilities and intermediaries holding the authorisation certificate; the Ministry publishes lists of them. An authorised facility must have a website with a foreign-language option, names and titles matching the certificate, and its accreditation certificate published.

Article 8 of the promotion regulation then says how these facilities may promote abroad: on a separate website or social-media platform directed at foreign audiences; sponsored promotion there in official languages other than Turkish; the authorisation certificate published on that site; no creating of demand among people living in Türkiye, and Türkiye never selected as an advertising target; treated patients’ stories and comments shared only with documented explicit consent; the HealthTürkiye logo on all channels; and a site address consistent with the licensed title.

What “a separate website” means

The regulation says “separate” and “directed at foreign audiences” and defines neither. The one reading nobody can dispute is a separate site on its own registrable domain. Whether a subdomain or a language folder of the Turkish site counts as separate, the text does not say, so a separate domain is the safe choice. Nothing on it is in Turkish. The regulation’s instruments are language, declared purpose and advertising targeting; no provision asks for visitors from Türkiye to be blocked.

What happens when one site mixes both

A site that people in Türkiye can see is bound by the domestic rules whatever its language. A price on the English page of the Turkish site is a price published for patients in Türkiye; thank-you messages from foreign patients are the satisfaction statements Article 5 bars. The regulation also makes sharers of rule-breaking content as liable as its publishers. The safe reading of a mixed site is that it is a domestic site, and every promotional element on it is a breach.

The practical answer: one site, or two linked plainly

For a practice or clinic without the authorisation, the answer is one site: Turkish and, if wanted, other languages, all written for patients in Türkiye to the domestic rules.

For an authorised facility there are two. The international site lives on its own domain, in languages other than Turkish, declares that its services are provided under health tourism, and shows the certificate and the HealthTürkiye logo. The regulation places the certificate “on the website” without naming which, and the logo on “all channels”; the clearest practice is to show both on both sites, knowing that the text is silent about the logo on the Turkish-language site.

The two sites link in plain words: the international site sends patients in Türkiye to the Turkish site, and the Turkish site links to it for patients from abroad in one informational line with no price, package or call to action. The regulation does not address links; separation is achieved by language, purpose and targeting, and a plain link does not undo it.

This post explains Türkiye’s rules; it is not legal advice and does not replace a lawyer or the provincial health directorate for your own case.

Common questions

Can my Turkish site have an English page?

Yes. The domestic rules have no language limit; a page in any language written for patients in Türkiye follows the same rules. What is barred is not the language but promotional content: prices, packages, patient reviews.

Can I build the second site without the authorisation?

No. The separate site belongs to authorised facilities and intermediaries. Without the certificate the general ban applies to everything you publish, foreign patients included.

May the international site show prices?

The fee ban sits in Article 5 among the domestic rules; Article 8 neither repeats it for the foreign-facing platform nor plainly permits prices. The common reading is that prices may appear there; as the text does not say so in words, take advice first.
